I don't think we are capable of anything near 12% the speed of light. That would be over 30,000 km per second I think and light travels at over 330,000 km per second I believe? I think the fastest spacecraft we have ever launched would maybe travel at 30,000 km per hour but not per second. Only way I could see nuclear power reaching over 10% - 12% the speed of light is if it had enough nuclear energy to burn for hundreds or mayne thousands of years?
