Manny is one of those fighters who knows that a fight starts at the negotiating table. There is a fine line between bravery and stupidity. Mayweather is hoping to take away some of Pacquiao's power weather physically or mentally even in a little way. Mayweather thinks he can fool Manny and the fans but he can't fool everyone. He makes it appear as if "oh I'm doing the test too you know so Manny has to do it", well ofcourse you would since you know that Manny relies heavily on power more than you would with yours. Sure both of them would have to do it but the test would neutralize one of Manny advantage; power and Manny Pacquiao himself knows that and 'tis why he declines such demand.
Another thing I've noticed to some people's reaction on this case is that they think doing blood test is nothing. They think oh its just a needle, oh its just a tablespoon of blood but do they really know the full logic behind a blood test procedure? I'm no doctor but I have high understanding in human anatomy. Also, about 7 years ago I got a Dengue fever and I was hospitalized for like a week and everyday the doctors and nurse had to take about a tablespoon of blood or more from me almost everyday for blood platelet testing. The experience was very unpleasant, they have to use syringe and suck some blood on one of my veins near one of my lower arms. Hours after the piercing of the needle I could literally feel the vein that was pierced as if it was cut or something. And the next day or morning just makes it worse - the immediate surrounding, extremities or the whole arm itself of the penetrated vein becomes numb and can even swell up.
Now I also know that the human body is very resilient and is definitely capable of locomotive processes despite conditions given from blood testing but one with experience (like me) or knowledge knows that it does affect you one way or another. I definitely understand Manny declining this demand of Mayweather and that you just cannot do a blood test days before the fight, let alone a day before the fight or even the fight date itself.
