Were not talking about armies, were talking about Dian Wei and Yuan Shao. Yuan Shao was a rich snob that was born into a royal family. All he did was to hide behind his little soldiers and told them what to do. Dian Wei wasn't born into a royal family, therefore he couldn't lead a powerful army cause nobody would follow a random middle class dude.
