The rest believe in Religion. (A great majority are christians)
It is not exactly a secret that USA is a very religious country, and sadly the "cop-of-the-world".
Why do you think Porn is restricted for people under 18?
Not because nature doesn't allow sex at that age, but because society had to do a compromise with the religious people.
The religious ones wanted to ban all porn and all sex that doesn't lead to children in a marriage.
The rest of society wanted the natural free porn and free sex.
Hence the compromise, even today the schools in USA are to my knowledge teaching the youths not to have sex until they are married.
Very much of our world is controled by religion, and by saying religion I mean Christianity.
