Cutoffs are unreliable but I think expectations should be implemented. Welfare for low income workers makes more sense than for those who don't work.
I'm not sure about financial aid unless it's to get diploma's. College education in and of itself is overrated without a purpose beyond a job.
I think the tone matched the book perfectly - a nice mix of menace and humor.

Loved it.
Some points:
I recently read Hobbit (Well a couple f years ago) and honestly had a tough time distinguishing between what was added 48 fps was not too terribly distracting I actually enjoyed it.
- 48 fps was good. Different than that 120 hz on TV thing that I don't paricualrly enjoy. However, I did notice that the locations and scenery fared better with it than CGI characters imo. The opening was a great way to get us adjusted to it.
- The 3D was meh. Not for depth which was fine, but due to picture quality - The primary reason I would prefer to avoid 3D altogether. The picture was way darker with the glasses on. I went to the same theater that I saw Life of Pi and it looked fine.
- The dwarves were way more interesting than I initially thought
Overall, there was not a single time I felt bored (Even the Council discussion at Rivendale was great).
Seeing it today at the only 48 fps theater in town.
Dark Knight Trilogy would have had it if not for the godawful ending.
Thus LOTR takes it easily. Even with a good ending,for Rises it would have been close.
