This is a mixing up of terms. The rate is the thing. Them paying more makes sense considering that the middle and lower incomes are walled in by income levels before they start moving into the higher brackets. There is no boundary on that top 1%. Plus those on the lower rung of the wealthy have most of their taxes paid at the middle class rates which helps skew the numbers (A common myth is that the ones making 250k or higher are being taxed the higher rate on the whole amount rather than progressively.
Further, that top 1% routinely pay less than the middle class in terms of the tax rate (See Mitt). So in no way, shape, or form are they paying a fair share in relation to the amount of revenue needed.
What's baffling is that even rich people are OK with paying a higher rate, so there's no issue anyway.
