I just bought fallout 3 a couple of days ago, I'm barely out of the vault, and I have a few questions.

1. Yes there is a level cap. 2 actually. Pre Broken Steel DLC the level cap is 20 after it's 30.
2. Only after Broken Steel. If you finish the game without that DLC it will end. Broken Steel removes the ending.
3. See number 2. Operation Anchorage, the Pitt and Broken Steel have to be played before you beat the game.
4. Ahhh, That would ruin things a bit. There are some really cool weapons. Broken Steel brings the pain.

Everything he said is right, except for his #3. If you don't have Broken Steel, you'll have to play the DLC (like The Pitt and Operation Anchorage) before you beat the game, because once you've beaten it it's over. However, if you have Broken Steel, you can go through the other downloadable expansions after you have beaten the main storyline of the game.
And for #4, I can't list all the weapons. But I'll name a few. In some random place out in the wasteland, there is a crashed alien space ship with an amazing lazer gun. Also, in The Pitt (DLC) there is an Auto Axe, which is sort of like a weed whacker, except it has axe-like blades on the end. There are also a lot of cool weapons that you can make in the game. I don't want to ruin them all, but one example is the Rock-it-launcher. Once you build it you can put whatever objects you want in it to shoot out like bullets. That way, you can kill enemies with teddy bears and empty whiskey bottles and other random stuff. It's awesome.
