@RS13 Again, thank you for taking the time write such a detailed response to my post. Feel free to PM me, or we can surely continue this conversation here where the Gamespot audience has a chance to throw their two cents in for what they want out of their next gen consoles and games. If you feel my opinions aren't validated by facts, again, feel free to comment on any and all of my remarks as I am only trying to make the best petition possible. Thanks a million!

@RS13 Firstly, thank you for the response I will gladly take any criticisms so as to make my petition as valid as possible. I agree that a petition with one goal is a petition that will get more signatures,but the reason DEVs don't need to make creation kits available for console's is because of DLC. The reason for the DLC is their profit margins being shrunk by 3rd party retailers. If we allow user-created mods, the DEVs DLC will be worth less, but in the end the DEVs will still receive more profit. Now, mods have already happened on consoles, there have been mods in the game Unreal Tournament 3 for the PS3. Other customization's the petition centers around, for these skilled individuals that DEVs choose to create mods, are things like Halo's forge or things like the game Project Spark. This has the chance to be a reality. It has been confirmed that yes, modification would be made on PC, but since the Xbox One's architecture is so similar to a PC the files could easily be transferred to the debug kit from there.

These modifications would have to be reviewed by the DEVs of the game, accepted and debugged, and then placed on the market. These modifications would have to follow a strict requirements so as to be able to be played by the console; since, like you said, mods usually take place after the DEVs give out creation kits, it would be easy for them to create those kits only able to make mods the consoles are able to run. So, things like massive re-texturing mods that would max out a gtx 690 sli set-up wouldn't be made available; however, things like expanded quest lines, more choices for the gamer in cut scenes, new enemies, new armors, new class creation types and entire overhauls of class creation could be made possible..among other things. I'm really talking about the meat of the game here, graphics are a secondary desire behind the lore of the games.

If Microsoft feels the need to bring back their 24-hour check-in and DRM in order to facilitate DEVs getting a proper share of used games, then that is what they will do. I don't feel that is the only way to go about solving this problem though. These games are Microsoft's property, like people were so quick to say, "you don't actually own the game, Microsoft does" so they can do whatever they want to with 3rd party retailers.

Hey all, I made a petition on Change.org to help MS and Sony get mods (user-made content) on their next gen consoles. The petition also demands they help DEVs get a portion of used game sales.

Below is the explanation of what would happen if the petition was a success. Below that still, is the actual petition letter. Please click the link and sign, spread the word of this petition to everyone you know. When Major Nelson said, "it's up to the developers if mods happen" he opened an avenue for us to speak our opinion. It is our duty to stand, and help the developers we know and love succeed, and in doing so doors will be opened for us as well:


Mods are equivalent to downloadable content, but mods are made by the fans for the community. With fan-made content we can have things like a skyrim add-on that is 1/3 the size of the original Skyrim, and is free! These things exist, and on the next Xbox console you will have the ability to create such content. We need the support of the DEVs and the support of Microsoft to make this happen. Please take the time to consider this awesome opportunity. If you are against Microsoft, please contemplate the ramifications of this change on the rest of the market. A Mod (fan-made content) is great for everyone, and spurs innovation in the minds of the developers. the PS4 will also have a debug kit available for purchase to those who have the skills to create game content.

We are also signing this petition so that the devlopers, the ones we know and love, can get the money they deserve for selling these games. When you buy and sell used games you give no money to the people who worked thousands of hours to create those games. If this petition passed, as a consumer, you would not have to change the way you buy and sell games; the 3rd party retailers that are stealing money from the developers would be held accountable for the money those developers deserve.

In turn, we would get games that offer many more hours of gameplay per dollar that you payed for them. We would get the same content PC owners recieve at places like Steam, and we would get game prices that match Steam's as well. Anyone who has the skills to create content for games, should sign. In doing so you are showing the industry that we no longer want downloadable content that costs as much as the game you purchased that content for. It is time to take a stand for the future of gaming.
