It depends on what you're looking for in the RPG. I love both about equally, so I'll explain what each one does well.
RH Pros:
Superb Story that really sucks you in and makes you care about what happens.
Great soundtrack that is near perfect.
Colorful and good looking graphics that harken back to 16 bit days.
Battle system is unique, fun, involving and never gets boring, and its built in a way such that you can make a winning team out of any combination. It takes place on a 3 by 3 grid, with enemies taking up a certain amount of spaces depending on their type. Basically you move them around the battlefield to make it so you can hit numerous enemies at once. It is never boring and requires careful thought and strategy. Goes far beyong the "Mash A button to attack."
Pretty long game (35- 40 hours for main story) with alot of good sidequests that flesh out the story, characters and world.
No random encounters. (Enemies on screen so you choose when to fight.)
Doesn't require much grinding at all, story always moves right along.
Cool time travel, timeline hopping mechanic.
Cons:
Exploration is very limited. You are limited by what the game wants you to do. As such, fairly linear.
In the beggining, story is pretty wordy. Sometimes cutscenes are long winded.
sometimes isn't clear what to do next, especially for sidequests.
DQIX Pros:
Good 3D graphcis that animate pretty smoothly. Nice to look at.
Good soundtrack.
Pretty long (anywhere from 30- 50 hours)
Has tons of post game stuff to do in the form of over 120 initial quests (with 60 free ones available to download) and endless random dungeons. (Treasure Maps. After completeing a certain sidequest, you get a treasure map that leads to a dungeon randomly. Every time you replay a dungeon you get a new map. Infinite random dungeons.)
Deep customization thanks to Skills and Classes. (Skills carry voer from classes.)
Tons of items to find, collect and use, as well as equipment. (100 hours in and I don't think I've touched over 50% of the items in the game.)
Highly addicting and great for gaming on the go since you decide what to do after the main story. (Kinda like Pokemon.)
Story is fun in a goofy, old school sort of way.
Battle system is flexible in that you can succeed with any party with the right equipment and items. (I ebat the game with a Minstrel, Martial Artist, Thief and Gladiator)
No random encounters. (Monsters on the field. Choose your battles.
Cons:
Can become a grind depending on how you play... If you want to change jobs in the middle of the story you will need to grind for a long time.
Sometimes quests can be repetitive. Alot of them are "kill this amount of monster X" or "find this many of this item."
Characetrs in party are devoid of personality.
So it all depends on what you're looking for. In terms of sheer content, DQIX is the best bang for your buck... it can keep you occupied for a VERY long time. It's fun to customize your group of adventurers and go hunting for rare items and stuff. However DQIX doesn't have the same impact in its story or soundtrack as RH RH delivers in the story and presentation stage (although the gameplay is still rock solid) but doesn't have the same amount of freedom and content as DQIX has.
Hope this helped! You really can't go wrong with either if you love RPG's. Like I said it all depends on what you're looking for and which has you more interested ATM. (Since I'm assuming you'll eventually own both.)

Wow. Thanks man! It looks like I need to get both. I think the only thing you didnt go over very clearly was the battle system in DQIX. Is it turn or action based or a combo of both?
