I don't think he meant book-smart. It's more of an alienated feeling that everyone is pretty much distracted too easily and can't logically make decision without acting like a fool. Kind of hard to explain but unless you already understand where the topic maker is coming from, then I don't you'd get it without either thinking 'I'm book-smart!' or 'they're just too into themselves'.
