The CPU in the PS3 and Xbox 360 are far weaker than a Core 2 Quad-Core, think about what you're saying, they were built using 2005 technology as consumer parts. If they had an equivelant desktop application, if they were more powerful than desktop CPUs, they would be sold in desktops in their current form. They're not. The 360 GPU is as powerful as a Xenon server from 2005. The PS3 is great at Folding@Home in the same way a graphics card is - parralel architecture, not actual general processing power.
If we were to compare the 360 cpu and the PS3 cpu to a Core 2 Duo in a benchmark, the Core 2 Duo would win.

No way a quad core can compare with Cell. You never see Cell on PC because it's not general purpose CPU.
