Egypt doesn't appear to be on the list of countries with xbox live, however a google search suggests that people are able to access it. Some aspects of xbox live are region locked though, so you may miss out on some arcade games and features.

I would suggest that you make sure that silver membership works correctly, maybe try using a trial gold card first, before buying any points/memberships.

As far as I know Microsoft only bans a modded console, not the gamertag.

You can recover the gamertag from xbox live, transfer it from the other console using a memory card or use a new gamertag. It depends whether you care about achievements really.

deleting your gamertag from the xbox doesn't actually delete the gamertag from xbox live.

The procedure is entirely determined by the age on your windows live ID. Once you reach 18 you are able to upgrade from the child membership.
