Also Okami had 'shallow/easy' gameplay but it got a 9.0. (still loved the game) Okami wasn't a button masher, it had an innovative combat technique in the brush, it had puzzles and plenty of depth. Story and atmosphere are second to none.
Gameplay isn't groundbreaking, but it has enough weapons/plasmids and RPG elements to keep it fresh throughout the game. And definitely enough to experiment with to allow another playthrough.
You forgot GH:Metallica, so my guess of 23 when it's really 22wasn't that far off. Nothing wrong with Frequency, Amplitude, and Audiosurf. My hate is mostly aimed at GH and DDR. Nothing against them, just not my cup of tea I guess.

Of all time? No. Is it inovative? Yes. The most of this gen? No, the wii wins that.
