He is probably trying to keep the price down, judging by the low end processor.

An E8300 is not low end, it has amazing overclocking potential!

Coupled with a 8800GT = amazing rig!

Depends from person to person. Somebody who owned 88GTX (including me) from its launch probably thinks exactly opposite.

Get a 750i motherboard like a asus p5n-d and a Intel Core 2 Quad Q6600 2 8800gt and a 750w PS like the cooler master,and you will smoke most of the systems iv seen around here in peoples Sig'srisc-vs-cisc

I'd recommend that kind of config rather than the one you chose!(q6600,8800gt's,650-750w psu)

just put it under load for 2 minutes with orthos and hit 65 degrees
