Gears 2 gameplay in general is much more fine tuned and there are more options. The multiplayer is better and the so is the campaign, but it's matchmaking which could take a while sometimes, but it used to be much worse. Now it's pretty nice, probably faster than getting 8 people to join a lobby in Gears 1. And there are ranks though they don't really do anything except net you achievements. If you like Gears 1 totally get Gears 2. The core gameplay is still there but great tweaks like movement slowdown while being shot, 5v5, and sticking grenades to walls make the game that much better.
Mine got the RROD twice and I actually bought a new one while the old one was being repaired so now I have two working ones and if one breaks again then I still have the other one (whew!)
Gears 2 is brilliant fun. And now there are actual number ranks though I don't know what they mean besides showing others how much you've played online.
