I'd say get Jeanne D'arc, it'll help sink your teeth into the SRPG genre. Plus the story was great! I was a bit skeptical at first, I kept thinking "How would they fit demons and magic spells into the Joan of Arc story?" But I was fairly pleased when I got deeper into it, nicely told, good animated cutscenes, voice acting not bad, likeable characters not to mention the character development is awesome and different backstories. There are also free roam stages called free battles where you can just mess around to get rare items.
After you beat the game you can do the colliseum, which continues a little character progression. But if I were you, get both! And I do find Jean D'arc a bit more pleasing to look at, of course this is all my opinion. It's your choice just remember have fun with what game you choose.
I have both systems and I prefer the PSP. The DS is nice but forgive me to say most of the games are family oriented and I own more games on the DS but I have had it for longer (Since launch.) The PSP has an awesome library with amazing graphics for a handheld, and you can use the psp as a music player if you want and browse the internet.
DS pick up and play, you don't notice load times but the games aren't as deep compared to PSP. Has online, most games made from Nintendo are excellent for the DS, I avoid the third party games.
PSP great graphics, but noticeable load times (not too bad, and pretty good with a psp slim) deeper and more refined games, third party games are great
Too many types of genres of games to name a single best game in my opinion.

Racing/Cars: Burnout Legends
Adventure/Platformer: Daxter
TPS: Ratchet and Clank Size matters
RPG:Not too sure on this one, I enjoyed Brave Story New traveler however >.>

I believe the PSP is more powerful than the PS2.
Actually you're mistaken, the PSP has been widely quoted as being nearly as powerful as a PS2 but not more. Really? I always thought of it as between a PSx and a PS2. But playing monster hunter makes it look like a mid release ps2 game :)
