In a warzone, you shoot people carrying weapons. That's what war IS. You don't wait until they fire at you or aim at you to open up on them. If you see a weapon, you shoot it. That's all there is to it.
You should figure out how war works.
Can you imagine if we fought WWII the way that you suggest? "Gee sarge, those Germans over there are digging foxholes and setting up machine gun nests, but since they aren't aiming at me, I guess I'll just sit here and wait until they do."
No, this isn't Modern Warfare 2 were civilians are non-existen. You DON'T open fire at a group of people in the middle of a city just because you see a couple of firearms. The Germans had uniforms. I'm pretty sure the allied forces would shoot a bunch of civilians in 1945 Germany just because one or two of them were carrying weapons.
