Surprisingly, one of the 1st recurring batman villains is Hugo Strange, apsychologist who uses science as a weapon. He's pretty much a bald man with glasses. This seems to be a major inspiration for the mad scientiststereotypes.
Hugo Strange appeared inFebruary1940, shortly before the introduction of Joker and Catwoman, who appeared together in the same comic in Spring 1940 (this is why you never ask Cwoman her age). In this long amount of time, Catwoman had over 9 different outfits in the comics and over 5 other outfits in other forms of media while Joker barely changed.
Speaking of Joker, one of the most recent batman villains is Harley Quinn. Harley wasn't a comic creation, she was inBatman: The Animated Series, in Joker's Favor (September 11, 1992), where she was an ordinary henchman, but fans loved it. She was introduced to the official batman comics in 1999.
It is rare for tv show villains to be in the main comics. Batman villain Lock-Up (tv episode 'Lock Up' November 1994) was popular due to his extremely bipolar anger and just being scary. He appeared in 1996 in a Robin comic. Then there's Livewire (September 13, 1997), eventually made it to the comics in March 2006.
Then, there's Bane, a south american scientist who ran away to america to avoid prison time. He invented a steroid/poison that gives him super human strength. In his 1st appearance (january 1993), he fights batman and breaks batman's back, making batman paraplegic. Because of that, Batman is temporarily replaced by antihero Azrael. Don't worry, Batman affords medical attention that gave his fighting skills back.
