Now, hear me out before you bash me:
Now, theres no doubt that Saints Row borrowed most of it's ideas from GTA, but that doesn't mean they didnt make some improvements.
I was just playing San Andreas today (its been a while since I beat it), and after playing Saints Row, it seemed a bit... Archaic.
San Andreas had a hell of a lot more to do, and more variety, but theres a lot of little touches from Saints Row that really made it feel like a tighter package, and a lot of these could be used in GTA IV to good effect.
-Free Aim (confirmed from previews :D. Although the feature was in San Andreas, it was broken due to control issues and just the fact that the game wasnt designed for it)
-Restart failed missions automatically: Now, although it makes failing a mission have worse consequences, when you fail a mission you either have to a) spend 10 minutes buying all new weapons, armor, food, which can amount to around 10k for the harder missions in the game, OR, b) Reloading your save game and getting back to the start point of the mission, and often reloading on weapons and ammo.
-Being able to keep health replenishing items in your inventory. It would make the game easier, but it could be balanced by increasing the difficulty, because I hate needing to go out of my way to get to a health restore point (restaurant, hospital, etc). It just makes sense... If food restores
-Better turf war system: Saints Row just had better gang wars (albiet they could have been a bit harder).
-A gang version of a wanted level. I just think it would add an element of danger to fighting gangs, because otherwise groups of enemy gang members are essentially just endless ammo supplies.
-More logical cutscenes:It makes no sense in San Andreas that you can get a mission from Tenpenny to go to "a ganghouse in _gang name_ territory" and you seem to know exactly where this house is. Now that every street has a name, it shouldnt be too hard.
-More intense: Saints Row had some great production values, especially in the action. Every explosion sent crap flying everywhere, and hitting a car at 150 mph would create a crazy awesome car wreck.
-Free aim from cars: Pressing L2 or R2 is borderline useless for drive by's.
Dont flame me please, I'm just saying that these things could make GTA IV, a game thats most definitely already going to be better then Saints Row, a whole lot better.

I agree with all of those saints row is a great game if they take theese ideas and put them in the alredy awesome gta the series will become even better and cooler.
