I have all the achievements, 1000/1000, and I don't have the Commando Elite Shoulders. Is this a glich, or are other people having this same problem? Please let me know whats up!
We can finally put this post to rest. I've got the achievement!!! I did it on EASY!!! The trick is to wait until the terminal turns red and goes to the next message. Once at the next message, then you can leave and head to the next terminal.
I've found all the terminals, even the hidden one in the Cortana mission, and I still dont have the achievement. I accessed them and scrolled through all the text. The dificulty was easy, if that matters. If you have any help at all please let me know. In this forum or on x-box live. Gamertag - SG Shadow
