Then what would you consider them? Modern Russia was named a superpower internationally, just like the Soviet Union. They were all Russian states under Russian supremacy, then and now.

An Empire doesn't have to be ruled by an Emperor or some sort of bureacratic way, an Empire is the equivelant of Superpower, whena nation is militarily, culturally and economically progressed. America, Germany and Britain were/are considered Empires when no Emperor existed.

If we are talking about true empires here, then I wouldn't consider the Soviet union and the current Russian federation part of the Russian Empire.

While they all did some pretty bad stuff, and I don't consider running around killing people, taking their lands and raping their women particularly glorious, I'll go with the Roman Empire. They built roads and aqueducts and nice stuff as well as slaughtering people they thought were inferior barbarians.

Every Empire killed people; the British slaughtered millions, the Americans wiped out the natives and killed many, many foreigners in their war for profit, the Persians killed many, the Greeks killed many, etc...this does not mean there cannot be glorious Empires.

I think ALL these Empires made enormous contributions and are glorious themselves in many, many aspects. I avoided naming American and English Empires because of the nationalistic fevors, although I'm sure there will be still many votes for Germanic Empire and probably the least for Russian also due to this.

Personally, I cannot decide between Roman, Russian and Mongol Empires.
