Not true. Only a few devs ever max out the power of any console, but devs like Square Enix will come pretty close... and by the end of the console's cycle there will be a few devs that are coming pretty close to maxing it out.
agreed..........but i think GUERILLA comprises of very talented devs too.
i am not saying they are on par with KOJIMA/SQUARE but they are talented nontheless
