No. Snake was added because there was a MGS remake on the Gamecube, so Nintendo had the rights to use only characters from IT. See any MGS2/3 characters in SSBB, or even mentioned? I don't...lancea34
There were some songs from MGS2 and 3 in Brawl, and the Snake in the game is from MGS2, and some of his costumes are from Mgs3. I dont know if that means anything....
