@drnisarhaq: I'm curious, what software are you using to monitor your temperatures? I'm just wondering because your software should report 3 different temperatures for the motherboard: 1.) the cpu socket itself, 2.) the northbridge, and 3.) the voltage regulation modules (VRMs). If you use CPUID HWMonitor, you will see the temperatures in that order.
You've said that your motherboard only reaches ~40C, but are you certain that this is not the temperature of the processor cores themselves? That sounds about average for a stock-clocked 9590 with liquid cooling. The motherboard's socket is usually around the same temperature +/- 10C, and the NB and VRMs should be about 10-12C hotter than the cpu.
If you can manage to get your computer under load for a brief moment, let's say 5 minutes playing an intensive game, we can troubleshoot a bit. Leave the case open, "ground" yourself by holding a metal portion of your case with one hand, and briefly touch the northbridge and VRMs with your other hand. If they feel so hot that you can only touch them for a short moment, then they are definitely way above 40C.
Also, if you could, could you tell us the voltages of the CPU / Vcore and NB in bios? Your motherboard may not be defaulting to the correct settings (1.43V for cpu/vcore, and 1.2V for NB).

If all that above fails, make sure your RAM timings and voltage are set appropriately. For the corsair vengeance 1x8GB @1600MHz module, you should be running 1.5V with timings of 10-10-10-27. Again, if THAT fails or is not currently an issue, try seeing if updating your bios will help with stability. Before taking my word that your board is revision 1.0, check the bottom left corner of the board itself and you should see a "REV _._" label.
