Classification by company is a standard. Games for companies like MS, Sony and many great developers have a initial generic rating in a first stage, usually for a traditional plataform and PC. Later it remains for the actual releasing plataforms.

It's not accurate. Games like Halo 4 and Forza Horizon were rated for PC in Brazil also before launch. Brazillian rating system has a standard for companies and MS is considered a console and PC one. That makes every game be rated Xbox/PC.
