You can probably find a used one online at Craigslist.com or Amazon.com, or ebay.com though I never use ebay. Getting a used one is a gamble since it could be one of the older ones that have a lot of RROD problems. You'll have a tough time finding a new one cheaper than normal.
As for the hard drive you can probably get a 20g pretty cheap these days.
I'm pretty sure if there were a guaranteed way to get a 360 in good condition cheap the word would have gotten around by now.
Aside from Silent Hill 3 I've never played a game that scared me, and sadly Silent Hill is a non-Xbox game. If you have a PC or PS2/3 go for it, but if you don't then you're going to have a hard time finding a game that's actually scary.
Climax = the thing before the resolution. There's going to be a third game which resolves everything.
I actually felt just the opposite. I thought FEAR 2 wasn't that good, but liked the ending. I thought it explained some of the plot that was more or less paper thin. And the stuff aside from Alma, like Armacham and Genevieve was bad.
I completely disagree. Luckily Modern Warfare 2 was already announced. I would be very sad if CoD ever detached itself from reality beyond having a ficticious story.

Fallout 3 was an amazing game. Never did care for Halo. I decided to skip Halo Wars, but that's mainly since I've never seen a good RTS on any console. I was a Civ fan before Revolutions but just did not like Revolutions.
Considering how the ps3 division is still hemmorhaging money for Sony I don't think the fanbase is there for the ps3. If MGS4 didn't move the units, even with its incredible reviews and awards, I'm pretty sure nothing this year will.
You're also forgetting all the 360 exclusive and 360/PC exclusive DLC coming out in the next few months. The ps3 doesn't see any of the DLC for Fallout 3 or GTA 4.
To be honest I've never felt like going around knocking off kids. Even in a video game that sounds pretty horrifying to me. I really don't think the desire to kill children, even in a video game, is healthy.
