As for the video, that's Roger Daltry from the band The Who with older zelda footage mixed in. you dont recognize The Who? you know, they have tracks in Rock Band, they did Tommy Pinball Wizard, and Daltry actually played a character in the Highlander TV series......

As for your question, i don't think there would be any change.

in fact not only abilities that use MP.....it means the abilities that have anything to do with voice. Like Bard, his abilities won't cost MP but you can not "SING" in Silence. So mostly it means the mages are not able to cast magics.

To the contrary, some support abilities that consume MP are still available. Like attack using Mp to make extra damage.
