Ok, I'm a bit lost.

Shouldn't things go as follows:
1. there are 3 hats, 9 teams and 22 players.
2. hat 1 contains the top teams, hat 2 contains the middle ones, and hat 3 contains the low ones.
3. we start for example w/ players who want top teams.
4. we draw for the first player, for example SMUboi who wants a top car, and he gets a Ferrari. We return the Ferrari name to the hat and draw for player 2. Say he gets Mclaren and then player 3 gets a Ferrari, at this point the Ferrari name is completely drawn out from the hat as the maximum number of Ferrari cars has been achieved (2 cars).
5. the same process goes for the other 2 hats.
