Back then, consoles were never considered a good platform for first-person shooters. There had been a few, like Medal of Honor, but the standard way of controlling them went by a "D-pad like" fashion, and you had to hold R1 to aim and X to shoot -- the dual analog scheme we know today was there only as an esoteric option. I guess Halo eventually proved for good the point that consoles can indeed be a platform for FPS.
Anyway, even today people new to games can get confused with separate controls for moving your camera AND moving your character. It has always been un-intuitive, good as it may be when you finally grasp it. We just got used to it.
@shipwreckers , game journalists want to encourage the pretentiously "creative" hipsters to create more "unique experiences" with no gameplay, so video games can become a mainstream form of art and they can feel better about the job they hate. "No, I'm not some petty game reviewer, I'm a critic of interactive art!"
