depends, theres lots of things you have to take into consideration. 60gb and 40gb/80gb have different intake vents. on the 60gb, the side and back vents are output and only the front is intake, but on the 40/80 the side and front are intake and the back is where the hot air leaves. then you gotta do a little research on the intercooler your getting because if im correct, most intercoolers were designed for the 60gb. this means the one in your picture would suck air out. that would work if you have a 60gb ps3, but it wouldnt work on a 40/80 because you would get a fan trying to take air away from the ps3 while the ps3 is trying to intake air. if you do buy a 60gb intercooler, you could probably take it apart and flip the fans around for it to work on a 40/80.
by the way for anyone who wants to know, the ps3 only has 1 fan and thats a huge 160mm fan right in the middle of the console. that fan takes care of intake and outputting air.
back to the real question, common sense would tell you that an intercooler would obviously help. theres nothing wrong with moving more air, but the most common argument would be that the fan draws power from the console which is bad. true, it could be bad but theres a way around that if you dont want to take the risk. just buy a 5v usb wall adapter and plug your intercooler into that and problem solved.
get the 80 i think it has the new chips like the 40gb model which means it'll run cooler.
i have a 40 and i can tell the air flow in it is different from the 60, not sure if its a good or bad thing. the 40 has intake from the front and the side and outputs heat from theback. the 60gb model outputs heat from the back and the side and only intakes from the front vents. dont know what this means but im just saying.
