It's not stealing if it's confiscated and to be returned to parents.....
In that case, my teachers in high school were a bunch of thieves. I remember one teacher who would take people's cell phones and smash them against the wall right then and there, then took a picture of the smashed phone and pinned it to the space above the whiteboard like some strange trophy collection.
Can't believe he got away with it but the school administration approved of it for some odd reason.
