why could i not choose the renegade option in the fight between tali and legion even though my renegade meter is basically almost full.

You should get both imo. Great games.

But if you are gonna choose one:

* Fallout 3 most fun to explore and more dramatic setting.

*New Vegas richer story and characters, more choices + customization for weapons (inspired from a fallout 3 mod)

That's my opinion though.

I'm alot more in favor of Fallout 3 compared to new vegas, new vegas was developed by obsidian not bethesda thats why the value and overall product and experience was lacking
