How could I upgrade my CPU without having to make any major purchases?

Hello all. I plan on purchasing a new graphics card, and was seeing what would be a good replacement in the $40-$60 price range. I've thought about either the 9800 GTX, or Radeon 5570. I would hope to be able to play older titles like Company of Heroes at max settings, and newer titles with moderate settings.

System specs: (I aint' too knowledgable with PC hardware, so I hope I have all the info down)

PSU: H305N-00

Current Graphics Card: 8600 GT

Intel (R)

Pentium 4 CPU 3.00GHz

2.99 GHz, 2.50 GB of RAM
