You should check out L.A. Noire. It pretty light on action but it's a really cool open world game. Also, if you like shooters Far Cry 2 is an open world sandbox game.
I wouldnt recomend L.A. noire as a sandbox game. Its to linear to be sandbox, but it is a really good game. I dont think its what this guy is looking for
I have LA Noire and it's one of my favorites but your write it's basically linear with the choice of where to drive to the next part of the case

Is civilian interaction really that important?
I like seeing their reactions when I do something crazy, from what I've seen the Just Cause 2 people lack personality and life and interactive-ness. To the guy who posted below me, I have LA Noire and Far Cry 2 does look interestign
