I read somewhere that 40% of americans dont have a the sufficent 4mbps connection to imply that they have broadband. This will be a problem if almost half the states cant stream at a high enough quality to warrant a generation change.

It wasnt an official statement so you shouldnt take it too seriously, its the thought of one PR who's first language is probably polish (if he works there).

It's not all "in-game". It's a mixture of cutscenes pre-rendered in-engine + gameplay shown during the snippets that turned into numbers as mentioned above.

Its called spin sony, MS and pretty much all companies do it all the time to improve their image. Its all about public relations, in interviews all questions have set answers and things they are allowed to talk about anyway. He said they are trying but they didnt promise that it will happen. Its not even up to them if they are going to do it, even then things can be cancelled or delayed(which is lying).

Optimization can only go so far, It may be cryteks first time on consoles but they arent amateurs. Look the difference between KZ2 and KZ3, they look quite similar(actually worse in some places) and that was 2 years to work o optimization. Crytek only has a year and plus it isnt even the same studio. Each studio have different developers with different skills to bring out more in the games, not sure what studio is handling it but they will be completely foreign to consoles.
