I used to have the same problem, its probably not ur parental controls, but your firewall. What you do is 1) Go into your Control Panel, 2) Go into Internet Options or the Firewall Configurations (its different on each computer), then 3) Go into the privacy settings or something like that, its been awhile since I've done it, just mess around till you find it, finally 4) You should be able to add the program into the "Allowed" program list, after you've done that, save the changes and everything should work...

F.E.A.R. and Doom3

First off, where's Duke Nukem? He's the essential badass on the PC. Though, my vote would still go to the marine from DOOM. I mean, Gordan Freeman's good and all, but, this guy is fighting hell for cryin' out loud...
