Read some where that there is certain news that GTA V (5) is in development. I can't remember where, but if I find it again I will post the link to the website with such news as this. It is going to be released late 2010 or 2011 I think... If this is true, I hope those lightning problems get fixed. What do you guys think?

80$ would be hard. You can get an 8800gt if your lucky and find a sale. But the 4670 can serve you well. I suggest you extend your budget.

Go for the Asus Xonar Essence STX. That can definitely do almost everything you hoped for a sound card.

Go for the Panasonic. It's definitely a great buy. My cousin own one and every time i see it my eyes drools :)

Everything is good except for the case and the psu. Go for a better psu because it is the most important component of a desktop.
