1. I have tried to fix my analog on my old PSP and I've found no way to easily put the spring in. Just make sure it goes around the largest part of the axle. The grooves in the analog case around it fit the spring.
2. The washer should be there if you can/want to put it in, but all it does is protect the piece from scratches.
