The skill level works something like this: As you keep wining your skill goes up (for the lower numbers). At the beggining you can gain 1 skill point for every match your team wins (in team slayer). But then when you reach 11-12, you have to win 2-3 matches for your skill to go up. Another thing to take into account is that your skill can go down too, so when you loose a couple of matches in a row your skill will go down.

The important thing to take into consideration is that the skill is not like EXP., that only goes up. So if your skill is not going up it's because your winning and loosing so you've hit a balance. To answer your other question, it doesn't matter if the rest of your team gains a skill point after a match, because as I have said earlier you have to win a couple of matches to gain Skill, so if you've only won one match and another team member has won 3, it's more likely he will gain skill faster than you do.

Another thing to take into account is that it really doesn't matter how well you do if you don't win. If your team looses, even if you are in the top of your team's chart with 19 kills and you are MVP, your skill will still go down.
