Unlocked phones can be used any carrier as long as the carrier uses the correct GSM bands and gives you a SIM card for your phone. I don't live in the States, so I'm not sure if AT&T uses GSM or CDMA. If they do use GSM, then it should work.
usually the router (just like usb) can run at about a tenth of the actual speed. You should order a G router and adapter 54mbs or even better an N which is around 300mbs and that should fiz your problem

My router runs a lot faster than 1/10 of actual speed when I'm file sharing between my computers.
