I do not think it matters whether the Wii U will surpass the ps3/360. I find it to be a good thing if Nintendo finally catches up to the current gen. I grew up with awesome Nintendo games, and lately they have been falling behind. This is their chance to get back in the game and deliver on all their old promises.
This game looks sweet! Although the review seemed to criticize essential elements of any shooter. 'firefights fall into a bland and predictable pattern of take cover, shoot, dodge grenades, and advance' (something like that). Why is this bad? Every damn shooter on the market does this.
.......you are not "forced" to do the multiplayer. on my first playthrough I did every single side mission and got all assets. my gr was at 50% and I had more than enough to fill the bar completely. plus once you beat the game once the max assets needed cuts significantly to the point where you only have to clear the priority missions to fill the meter.
To your point I have played many good games that gamespot has given scores 7 and under. The problem is when people only look at the score itself, without reading the review to understand what you thought were 'problems' and how much it meant to you. For example I cannot tell you how many times I see "bad camera" on games' reviews. what does "bad camera" mean exactly? Many of the games that have 5 or even 6 have great reviews, but some of the issues bring the overall experience down, again meaning that the game is not necessarily bad just because there might be a few hiccups.
