@deathstream I see it in another way, maybe they're trying to get a piece of the japanese game market, and why not? But they'll try to do this by the Japanese Indie Developers...like the comment in the article:
"Another reason Microsoft is attending TGS 2013 is to meet with Japanese developers about the company's new independent developer program, ID @ Xbox, Spencer said."
First they earn the money with the version only for consoles, and then, when they earn all the money that they need, they develop a GTA V version to PC, so they won't have any financial damage with the piracy....

Microsoft are trying to enter in the Japanese game market using the Japanese indie devs. This is a really good move, because they will have a set of games that are made by Japaneses for Japaneses and then they can bundle US games with the XBONE.
But i think that Microsoft will have a tough time trying to convince the indie devs that develop a game for XBONE in japan could bring then more visibility...
@Bellum_Sacrum @drodriguesaar I don't know what kind of negotiations Microsoft will impose to the Indie devs, but they're doing a good move, so with japanese indie games on a US console they could get the attention of Japanses gamers
Most of the games related with the XBONE launch are Shooters or FPS, and these kind of games won't sell very well in japan. Maybe a approach to the Indie devs in Japan could make the XBONE get a little space on the Japanese market.
@samueljeon Yeah, and they have something related to their culture within the games, so a fully ocidental game cannont get their attention like a oriental game can do...
@samueljeon Yeah, I dont see how the US games can get the attention of the Japanese gamers...can't figure out how sunset overdrive, dead rising or Forza could be a significant title in Japan...
