This is reasonable and logic decision, this is the market. Today we have a PSN that don't charge any tax to play online or use any other services, but we can't expect a excellent service because it's free, the PSN is good but can be better and this is why Sony did this.

And it seems that the online play service is available only to subscribers(PS+), but other PSN services will continue free, because in a profound analysis the PS4 is a online device.

And about the costs of having some cloud services, continuous integration of content, services like gaikai, uStream and others demands costs.
