Smoother combat system. I liked the combat in AC especially the combos.
Bigger range of weapons. There are diferent strengths already but in Morrowind they had crossbows, darts(I think) and throwing stars.
More creatures. Sure trolls and minotaurs were good but just imagine how cool dragons would be.
Fighting on horseback.
Bigger map. More provinces and cities.
Better graphics.
Be able to delete spells again.
Have the mark and recall spell and/or an equivalent to Almsivi and Divine Intervention.
More guilds. Not have guilds focused one one thing. Eg. a guild that has people who use magic to assassinate victims or a guild were warriors use magic and weapons equally.
Interaction with the environment. Be able to cut down trees with an axe.
Different seasons and weather.
Bigger mountains. Avalanches would be cool.
And people should have different emotions and facial expressions.
Cooler Spells. For a basic fire attack you should throw a little ball of fire at the target. But for the most powerful attack i think it should be something different than a littlepathetic fire ball and it would have to have cool visual effects. Something that would be cool would be a fire attack that takes the form of a dragon, like the firework that's set off in the first Lord of the Rings movie. I'm not saying this would be good in the game but the visual effects of it would be awesome.
Thats just a couple of ideas. If I wanted to i could think up more things.

ok if they get better graphics they would also get less in the game. lol and people had different facial expresions, thier facial expresion was directly influenced by how they liked you, try and get them to like you by bribe, then make them have a disposition thing of 30 and thier face changes from a smile to a scowl in seconds
