It's true that Oblivion has much more to do, but it doesn't grip as hard as the witcher does, atleast to me anyways. If you want an RPG for it's story and the actual interaction between characters, go for the witcher. If you want a more... I'm not sure if action rpg would be the right word for Oblivion, but it's story isn't exactly great and only a few sidequests have great stories to them. The dark brotherhood quests are awesome though lol
Because if it's illegal, all you are doing is keeping the normal people from owning them.
Drugs are illegal, people get those super easy, alcohol is illegal for people to drink under 21 here, but I know more kids that drink than adults. Guns being illegal = someone who wants a gun for self defense is screwed. Tell me this, if someone is already willing to kill someone, why wouldn't they be willing to illegally get a gun? Does that not click in your head that a person who will do a worse crime wouldn't do a small crime? It's not a shock if a mass murderer stole a car sometime in his life, so yeah.
Actual Empire building RTS games aren't easy to find. I could list plenty of historical RTS that would fall under Empire Earth like, but they aren't Empire building, just straight RTS like Empire Earth. The Total War series and Europa Universalis are the only real ones I can think of that has an actualy empire building part and many people enjoy.
Edit: All of the games running off of the EU engine would count aswell I guess. So that Crusader game and Hearts of Iron go in to. Not sure it'd appeal to you since you don't really control battles in them, well you don't in Hearts of Iron, no clue if it's like that in the others.
I'm sick of waiting for a game like Fallout to come out, mostly all games now are adventure/shooter types. The only shooter that i really liked was Half Life 2. dykunas
