If I had the choice between running these games at 4K as-is or at 1080p with the power diverted to enabling higher graphical settings or performance, I would pick the latter. Some games like Rise of the Tomb Raider do offer a degree of choice in that regard, as on PS4 Pro, but the majority of “Xbox One X Enhanced” games similarly appear to be focusing on resolution.
Basically, though there will be games, like RotTR, that will allow PC level graphics (though only near 30 fps), most games seem to simply have higher resolution, while not doing much in the way of graphical fidelity or performance.
While the CPU has seen minor improvements, the GPU and memory enhancements are more significant, allowing developers to focus on pushing pixels far more easily than they could improve the frame rate, for example. 4K support is a simpler marketing message and a simpler pitch to developers, who of course are free to use the Xbox One X’s power however they wish but are unlikely to spend too much time tuning their games to different tastes and TVs.
No, because the XB1X isn't capable of doing it, either because it's GPU is overhyped or it's bottlenecked by it's cpu. But seeing as it uses AMD architecture, it's probably both.
Anything short of an overclocked GTX 1080 is incapable of doing it at 4K. Bungie is not dumping the resolution to run a higher framerate or trying for one at 4K, they're shooting for 4K resolution at 30.

Also, the reason why most rigs can't run it at 60 fps is because.... wait for it.... the max settings for PC is higher *le gasp*
The game was only run at High settings in those benchmarks, not Very High and not Ultra.
Outside of the SMAA being used instead of MSAA (he claims max MSAA is as high as x4 MSAA. I don't know if the max MSAA for Destiny is x4, x8, or x16), here are some benchmarks of the game at max settings.

A 1070 can slightly get north of 30 fps on near Max Settings 4k. There's no telling what the PC graphic equvalent of the XB1X version will be (if I'm willing to bet, it'll probably high settings equivalent, maybe somewhere between medium-high, seeing as its closest equivalent - the RX 580 - can only run the game at slightly below medium settings while maintaining 60+ fps), but it's still in question whether this game will even be 4k, even though it will only be running at 30 fps.
EDIT: But then again, though the GPU MAY be an RX 580 equivalent, it is being bottlnecked by it's shitty i3 equivalent processor.

Bullshit. D2 4K 60 fps high settings needs atleast GTX 1080 OC level GPU. At 4K, there's a higher chance for X1X running into GPU bound.

Definitely an improvement, as EndofAugust showed, but the problem is that you won't actually be able to notice it during actual gameplay. While watching the video, I could barely tell any difference. It's not until I paused them when I could see.
