No, it's not true. Japan is a very drinking-oriented society. It's extremely common for workers to go out with their superiors on a weekday and just get plastered. Drugs are a different question though. They have no tolerance for drugs of any kind here. If you're caught with even weed, you're done, in jail for a while. Esepcially if you're a foreigner like myself. If I'm caught anywhere near drugs, I get deported only after being detained in a holding cell for weeks.

And you don't want to move to Japan. You especially don't want to move to Japan if your sole intent is to play video games/watch anime. Not gonna fly here.
