Its a component in your PC that is bogging the perfomance down of another Component. For example a P4 3.0 CPU would bottleneck a 8800GTX.

Ok, dis would be reversed but is dis a bottleneck?:
ATI Mobility Radeon Xpress 200 (its a laptop) would bottleneck an AMD Antlon 64 2.2Ghz.

Also, would botllenecking also cause lag in any game at any random moment for about 5 seconds and then do it again at any moment?

Everytime I see video on my laptop (or any comp), the motion on the vid seems to be much smoother than on any tv. This also goes w/ DVD and HD (720p, 1080p) w/ progressive scan. Also when u view a DVD, or HD on my laptop LCD screen, it doesn't seem as pixelated when u r up close to the screen, unlike any LCD TV. Also regular DVD seems to very sharp, saturated, bright, and has very deep blacks on my laptop, unlike LCD's (or any TV). I just wanna know the reason 4 these things.

It's impossible 2 change video cards in a laptop. Thankfully my dad will help me buy dis latop next year (im not a geek living w/ his parents, im only 15 yrs old): http://www.newegg.com/Product/Product.asp?Item=N82E16834220104
(There will probably be a newer version next year). How good would dat be?
