How much time it takes the reset password email to arrive? Been waiting for like 15 mins and nothing.

If i buy a US card, can I use it on my US account even if I'm not living in the US?

How can you buy DLCs from Playstation Store if you're living in a country that has no store? I tried to make a US account and logged in the US Store but it didn't accept my credit card.
