Easy just eliminate the motive. Kill a random person who you have absolutely no connection to. That does mean that you can't kill your enemies but it's still a perfect murder

Well yea random killings could be easily carried out but there's just no point to it (comforting to know that most people don't choose to operate this way). If you wanted to kill someone, it's already not a perfect murder as there'd be a motive. Motivated killings require much cleverer obscuring of the truth.
